Deputy Mayor Fang Yi is in charge of industry, information technology, commerce, investment promotion, education, culture, tourism, civil affairs, veterans’ affairs, healthcare, medical security, and women and children affairs.

He supervises the work of the city’s Economy & Information Technology Bureau（Digital Economy Bureau）, the Municipal Education Bureau, the Municipal Bureau of Civil Affairs, the Municipal Commerce Bureau (FTZ Hangzhou Administration Board, the Municipal Grain & Emergency Materials Bureau), the Municipal Bureau of Culture, Radio, Television and Tourism, the Municipal Health Commission (the Municipal Disease Prevention & Control Bureau), the Municipal Bureau of Veterans Affairs, the Municipal Medical Security Bureau, the Municipal Investment Promotion Bureau, and the Municipal Academy of Social Sciences.

Fang is also the appointed liaison to the city’s Qianjiang Customs, Hangzhou Municipal Press and Publication Bureau (the Municipal Copyright Bureau), Hangzhou Normal University, Hangzhou Academy of Sciences (Hangzhou Open University, Hangzhou Community University), Zhejiang University City College, National University of Science and Technology Hangzhou Higher Research Institute, Hangzhou Vocational & Technical College, Communist Youth League Hangzhou Committee, Hangzhou Women’s Federation, Hangzhou Federation of Literary and Art Circles, Hangzhou Federation of Social Sciences, and Hangzhou Cares-for-Next-Generation Working Committee.
